If a student wants to use university resources to build their personal web page, they should approach their college's technology department. Some universities have specialized departments or services revolving around e-mail, the internet and web page hosting. This is the student's first stop to obtaining web space and access to that space.
Most universities use simple browser-based FTP to upload and download web pages. Universities will provide all this information to students upon request and will even help most students figure out just how to use it if they are clueless, as many college students will find themselves since these skills aren't often taught in high school or elsewhere. Staying informed is the key to finding the right space for your web page.
If a student needs to pay for web hosting, because either their university won't host their web site or because their page would be better suited with a paid host, then they should begin by comparing what would work best for their budget. If they can avoid paying, then by all means go that route if a free service will provide for them what they need; however, if a paid service is required, then make sure to compare prices and find what will work best. Keep in mind: Financial aid does not cover web space for students, that's a fee you'll have to fund from your own pockets.
