Sometimes, yes, web pages contain flaws for many reasons. Most flaws, however, are not seen by the public because they lie deep within the confines of coding where not even the most advanced users will find them.
Other times, webmasters will create flawed web pages to illustrate such flaws as they should be avoided at all cost by all web page makers. These parody pages are usually part of a larger scheme of sites that are trying to make the internet more browser friendly, W3C compliant and just generally a friendly community where tips and tricks can be shared amongst those with common interests.
Most users, though, are not out to make flawed web pages on purpose. Faux pas should be avoided at all costs, even if that means losing some very cool looking images, graphics of scripts. It's better to be a minimalist than someone just looking for attention, because in the end, the minimalist always wins; if in doubt, ask Google.
