The only right answer to that is that they all have the good potential and the bad. Good free web servers will be very straight forward about what they will offer you and do not try to double talk with their sales pitch. To really find a good one, you simply have to read the terms of service and the services provided and see if you like what they are offering. In the end, if you find that you signed up with a free web server that you hate, you can easily just find a new one and start again.
It will take more time, but at least you will get what you wanted from it. If you do your research, and read the terms, you should not be unsatisfied.
